Got a new Internet line in the office and here are the test results conducted this morning:

Do the following to fix it:
There is a System logon Group policy under Computer Settings --> Administrative Templates --> System/Logon --> Always wait for the network at computer startup and logon which was enabled, I disabled this policy and ran GPUPDATE /FORCE to force the system to get the updates and it fixed the issue.
